The role of political ideology: Reviewing Social Services Reform of the Conservative Government in 1980s and 90s Britain

Abstract

In order to discuss the current expansion of social services in Korea through market-based system, we need to examine whether this could be considered as natural development of social policy after internationally experienced ¡¯state failure¡¯, or another political choice, which should be challenged by other alternatives. Therefore, in this study, policy approach of social services reform by the Conservative Government in the 1980s and 90s Britain is defined with the contemporary academic discussion through content analysis of key policy documents and compared to the political ideology of the Government. The result shows contextual consistency between the policy approach and the ideology of the Government. Also its approach has sharp contrast not only with previous Old Labour Governments¡¯ but also with next New Labour¡¯s. This implies causal role of political ideology in policy development.
